Initializes matrix values to zero.

public TMtx SetZero(int Row, int Col, int ToRow, int ToCol);
Remarks

Sets the calling matrix elements [Row,Col]..[Row+ToRow,Col+ToCol] to zero. An exception is raised if ConditionCheck is true and array bounds are overrun.
