Calculates the matrix Frobenius norm.

Description

Calculate the calling matrix Frobenius norm. The Frobenius norm is defined as the square root of the sum of sums of squared elements of rows. An exception is raised if calling matrix TMtxVec.ComplexComplexproperty is true.
