Fills the calling vector elements [Index]..[Index+Len-1] with a series.

function Ramp(Offset: TCplx; Step: double; Index: integer; Len: integer): TVec; overload;

Follow the rule:

Values[k] := Offset + k*Step.

The Offset is complex, but the step is real.
