Adds complex Value to each elements of the Vec object in range [VecIndex]..[VecIndex+Len-1] and stores the result to elements [Index]..[Index+Len-1] of the calling object.

Description

Size of the calling object is not changed. An exception is raised if array borders are overrun. Complex property of the calling object is set to True.
