Returns the minimum value of calling object complex elements [Index]..[Index+Len-1].

Description

The result is a complex value. Complex elements are first compared by the amplitude and then by the argument. An exception is raised if calling object. TMtxVec.Complex property is False or array borders are overrud/underrun.
