Filters out upper half of the bandwidth.
property HalfBand: boolean;
In case of decimation, the last filter will filter upper half of the result from 0.5 to 1, if the sampling frequency is 2. In case of interpolation, the first filter will filter out the upper half from 0.5 to 1.
