Savitzky-Golay FIR smoothing filter.

Remarks:

Apply Savitzky-Golay FIR smoothing filter designed by the SavGolayImpulse routine and stored in the H matrix to the Data. For streamed filtering use the SignalUtils::FirFilter routine.
