Inverse tangens of Y/X.

Remarks:
Calculates the inverse tangens of Y/X, and returns an angle in the correct quadrant. The results are stored in calling object.
The values of X and Y must be between -2*Math387::PI and 2*Math387::PI. If they are not, consider adjusting the angle by calling the Math387::FixAngle routine. In addition, the value of X can't be 0. The result will fall in the range from -2Math387::PI and +Math387::PI radians. Note that clValue::ArcTan is calculated as ArcTan2(1, X).
