Flips the matrix elements vertically

Remarks:

Flip calling matrix elements vertically - element [j, col] = element [Rows-j, col]. This operation is performed on all calling matrix columns.

Flip all SrcMtx matrix elements vertically.

Remarks:

Store the results in the calling matrix. The flip operation is performed on all SrcMtx matrix columns. The TMtxSmallInt::Rows, TMtxSmallInt::Cols and TMtxSmallInt::IntPrecision properties of callign matrix are adjusted automatically.
