Noise floor in dB: the mean absolute noise line (lines outside the mark guard bands), relative to the largest marked peak.

Returns: Average noise floor in dB relative to the largest peak.
Remarks:
With {N_j} the L noise lines outside every mark guard band of width MainlobeWidth*ActualZeroPadding, and A_(max) the largest mark, NF = 20 log_(10)( (sum_(j=1)^L | N_j |)/(L Z A_(max)) ) [dB], where Z = ActualZeroPadding. The marked tones are excluded from the average. Domain: single-sided amplitude spectrum with Marks. Returns 0 when Marks.Count is 0 or on internal error.
