Root-mean-square value reconstructed from the amplitude spectrum.

Returns: Double - Reconstructed RMS amplitude.
Remarks:
When Marks.Count is 0 the RMS is taken directly from the whole amplitude spectrum, RMS = sqrt(2)/2 sqrt(1/Zsum_k A_k^2), which equals the time-domain RMS for a single-sided amplitude spectrum. When marks are present the mark amplitudes and the noise lines (outside the mark guard bands) are summed separately, RMS = sqrt(2)/2 sqrt(P_n/Z + sum_i A_i^2), with P_n the squared noise lines, {A_i} the marks, and Z = ActualZeroPadding. Domain: single-sided amplitude spectrum. Returns 0 on internal error.
