TMtxVec SetCplx(Int32 Index, TCplx[] A)
Sets object complex values.

Result: stored in self (calling object), returns self for chaining
Remarks:
The a array complex values are copied to the calling object CValues from [Index]..[Index+Length(a)-1]. An exception is raised if calling object array borders are overrun/underrun.
