Stores the coefficients of the piece-wise polynomial.
Result: stored in self (calling object), returns self for chaining

Stores the coefficients of the piece-wise polynomial. Each section is stored in its own row. When setting the Coefficients Rows and Cols properties, the number of rows must be equal to the number of sections - pieces. The number of columns must be equal to the Dew.Math.TPiecePoly.Order property.
