Weibull cumulative distribution function (CDF).

3bDistribution shape parameter, real positive value.

Returns: Double - the Weibull cumulative distribution function for value x using the parameters a and b. x must be >= 0 and parameters a and b must be positive, otherwise the result is NAN.

Remarks:

The Weibull cumulative distribution function is

CDF(x| a,b)=1-exp(-a x^b), x >= 0

Domain: x >= 0, a > 0, b > 0; the result rises monotonically from 0 (at x = 0) to 1. For a <= 0 or b <= 0 the result is NAN.
